Every Bear Creek Armory 7.62x39 I have experience with has been shockingly accurate with steal case ammo, and they are cheap.

C Products mags are a must.I just wish Magpul would start making them.

I didn’t realize you were just looking for the upper. In my experience though, it generally makes more sense to have a dedicated lower if you can spare the extra $200 or so. Mine from radical is as accurate as I feel you can be with steel ammo

Good advice! I forgot about it needing an enhanced firing pin. Was getting light strikes when I first got it until I upgraded.
