Accessing tailgate panel with spray on bed liner.

My 99 Tacoma needs a new tailgate handle. The story on bedliner has covered the bolts and the panel. The bedliner was out on in 99 so it’s old. How do I remove the bedliner to access the panel?

take a razor knife and go around the panel outline as well as the bolts..
