First off, I'm new to real cameras, and want something to photograph the outdoors. I'm thinking of buying a Canon Rebel t5 premium kit I found on sale for $350. It comes with 2 lenses 18-55 and 75-300, charger, and bag. 1st question is how important is imagine stabilization? Not sure if it has it or not. 2nd question with it being 18mp how big can I blow up the pics and still look good.

Image stabilization is handy in low light conditions. A general rule of thumb to avoid camera shake (blurry images due to too slow of shutter speed) is focal length X 1.6. So if you are shooting at 300mm your shutter speed should be at a minimum of 1/500 of a sec. If you have a 4 stop IS then you could safely shoot at 1/60.
18 mp is plenty for any size print you need.
