I've never heard of this, but it is very interesting and admittedly a fantastic strategy the democrats apparently use. I think this sheepdog strategy may just be the specific difference in tactics between the left and the right.
According to the article, which is really just an attack on Bernie Sanders (possibly from Clinton's war machine) for not being socialist enough, a democratic sheepdog is a candidate who intentionally and insincerely runs for an election to the left of the base, gets everyone riled up, then ditches and goes to work getting all those uber-lefty wacknuts to support the candidate that was intended to win all along. Essentially shepherding them to the nominated candidate.
The GOP does this as well, but I think the difference is that the far right does not shepherd its voters to support the nominated candidate and instead holds its ground. This is great as far as sticking to your principles, but this sheepdog might be the missing link lately within the far right of the GOP.
