This is what I was shown by a trooper when I asked him about it.

Highly doubt 51% of sales are alcohol. Also, premise is defined as the physical building that the rodeo is being held. Therefore the grounds of the fair dont count, only the arena during the rodeo.
In past years, I've known plenty of people who would carry to the concerts, and around the grounds, but had to return to the car for rodeo. Shouldnt be any different than the state fair. It's been ruled that we can carry to the fair so how is rodeo any different. If it is state or local government property then, as said before, they can't deny you the right to carry.

Rodeos are sporting events, correct? I'm pretty sure that I learned in my CHL class, that you can't carry at sporting events.

If it's anything like the Texas State Fair you can let a cop know your carrying when you come through the gate.

i thought rodeo would be considered a sporting event meaning no carry allowed.

You're correct but what they're discussing is the livestock show portion. Not the actual rodeo. They're 2 separate events.

We always enter thru the exhibitor entrance and I have never seen them scan anybody.

You are allowed to carry all over the grounds, however, that stops when you try to enter the stadium to see the rodeo.
