From the picture that looks a lot like a little sidewinder. Maybe it's just the glare making it look like there's horns on its head but it looks like it.

Looks like a regular water snake to me. I am not sure their official name but the ones that aren’t cotton mouths I just call a water snake...but I don’t ever ask for them to let me look into their mouths to be certain LOL!

I say cotton mouth.

This is a cotton mouth and you can see the comparison with the one the OP posted. The head/mouth (what we can see of it) and belly pattern are what I used to ID.

I think I recall that if you roll it over and check the belly scales between its butt an the tip of the tail, venomous snakes have a single row, where non-venomous have 2 rows of scales aft of the vent.
