That was my first thought.

That's like asking a highway patrol to give you permission to go above the posted speed limit because you're an excellent driver. The law is the law. They will not give you permission to break it. Now they may give a warning after the law is broken but I wouldn't bank on that.

Average deer ear length is 6 inches. If you are able to use the green line with the kicker tine, then I think he is legal. If you have to use the red line, then I dont think he makes 13".

I'd show some pic to the GW and get his input.

Nothing but Improvements in my AR counties. 10-15 yrs ago 2-3 yr olds were 10"-12" wide. Now my 2-3 yr olds are 16"-20" wide. Yes they get killed by neighbors being they are legal but the quality of bucks is so much better.

I have my disagreements with the rule when it comes to youth but as far as antler growth it was a great move by the state.
