He is wide enough, I think he is youngish

Mature deer are bigger so if the antlers are at the ear tips, more than likely he is wider than 13 inches.

I had this buck come out last weekend and I passed on him. I just didn't think he was at 13". What do y'all think? He is a 5x6 and both G2's fork. its hard to tell in the pictures but he does. Please age and score.

You said he was 5x6 that means he is legal. There is a clause that no one really sees and that a deer that does not make AR, but has 6 or more points on one side is a legal deer.
