Could probably get away with 2 pieces of all threads and no angle. Just drill the all thread through the angle and use bolts to cinch it, If you don't have access to a welder.

Weld about 3 or 4 links of chain to that upright behind the spare. That way you can run a lock through the chain and one of the bolt holes in the wheel. Then wheels can certainly walk off.
