This is not a criticism, I am honestly curious as I have never hunted elk. If he ran 40 yards and stood there 5 minutes like you posted, why didn't you put another arrow in him? If that was a whitetail I would have been sending a second broadhead his way but maybe that's a bad idea with elk?
