He looks kinda iffy to me. I let an 8 pt walk on COE land last week. Tips of his ears lined up perfect with the center of his main beams. Warden out here don't cut no slack. No problem! I know San Angelo State Park and Twin Buttes both allow baiting as well. It should say in the handbook on the maps which ones do and dont allow it.

I think he is legal, I would kill him and not think twice. I have measured several set of ears in the alert position and none were close to 13" they were all well over 14"
