Short barrel 270 or 30-06

Does anyone shoot a 270 or 30-06 in a 20-21" barrel? Is it foolish?

I'd bet it's louder, and you'd lose 100 fps or so from a 24" barrel.

Barrel conversion???

I have a 243. If I wanted to convert it to a 260, 6.5cm, or 7-08 is it as simple as a new barrel?

Any recommendations and likely cost?
