From my experience
Number wise Edwards, Uvalde ,Kerr, Real, and Kimble ....... Same for exotics.
Trophy wise Webb, Dimmit, La Salle, Maverick, Duval, Zapata.

Prob depends if your talking about population, annual harvest or purely based on trophies.
I'm gonna list areas where there is the best combo of quantity and quality.
Mcculloch, Irion, Lasalle, Webb and then a 3 way tie for 5th(Sterling, Tom green, Mason).
I will say that I have never hunted far north or panhandle area.
