Anytime theres a "W" in the wind direction, the surf (and most of the bay system in Galveston) will be dirty, plus my experience when I have gone is the fish we know are there, have a case of the hush-mouth or lock-jaw disease...

Correction it’s SSE winds. When we left today the surf was nice, I wanted to fish it so bad but we were already loaded down. We came to Conroe to see family for a couple days and tomorrow I was thinking about getting up early and driving back down to fish. Mainly just wanting to fish for sharks, I figure the surf will be too blown up for trout.
SSE is fine... might beat you to death but it will be fishable from that direction... My experience has been that the official weather forecast folks get it wrong more times than not for so many places... Unless there's a real reason you can see for strong wind/current from one way or the other, I'd go take a look if you're so inclined... or watch the beach cams... they are WAY more accurate and current than anything short of being there.
Just go for it, were in spi and it's 2-4 also. I had out 4 rods yesterday and managed 3 pompano, about 15 whiting and 1,000,000 hardheads. Kids had a blast though. I sent out a pompano head on a 10/0 hook into the third gut, had a shark (I assume) almost drag my 9 year old nephew in (he was on pole duty while I ran to the car). I ran over and fought it for about 30-45 seconds and it cut me off. Iv caught several bull reds on this rod/reel and non had the power I felt from whatever was on there.
